The Ocean Liner allows you to travel between continents more quickly than your own Lost Ark Gold ship, all for a bit of silver. Ocean Liners will be at most major ports, so you can safely leave your ship at any dock to do some quick traveling. Luckily, you can travel to any port you've used before, making Ocean Liners some of the most efficient methods of getting around the world.
In order to unlock and use the Ocean Liner, you'll have to have unlocked Sailing first. This is done by completing the quest "Set Sail!" which will come naturally by progressing along the main storyline. Since sailing is tied to the main story, you unfortunately can't unlock the Ocean Liner earlier in the game.
Go and visit the Crafting District in the Vern Castle area, where you'll find the NPC Legendary Adventurer. Upon talking to him, you'll receive a questline titled "[Guide] Travel Continents with the Ocean Liner." This quest will teach you via in-game dialogue how to use the Ocean Liner to its max potential.
Once you cycle through all of the Legendary Adventurer's dialogue, you can now talk to an NPC named [Ocean Liner Agent] Riff. Go visit Wavestrand Port in East Luterra, and you'll see him standing on the cobblestone by some barrels. If you're unsure which NPC is Riff, you can also look for the words "[Ocean Liner Embarkation]" that will float above his head.

To travel, simply talk to Riff. A small menu will pop up where you can choose your intended location. It'll also let you know how much you'll be paying for particular locations. Select your destination, and you'll be teleported on board the Ocean Liner.
Following that, you'll have to wait a short 30 seconds before a short cut scene will play cheapest Lost Ark Gold. You and any other fellow players aboard will sail across the Arkesian seas, and you'll end up in the port of your chosen location!
