RuneScape - Mid-level players are forced to learn new skills

It is absurdly long and contributes greatly to the dearth of players over the age of. They don't have enough time or are simply too busy to play the game, while players of other popular MMOs do. Runescape can be so difficult due to a variety of reasons:

The longer you've invested into something, the more you are likely to play. You've put too much time and effort into one game for you to begin a new one. It's a well-known fact that content of the highest quality is the most effective. The content that is of higher quality is popularly praised by the public.

Mid-level players are forced to learn new skills or are unable to play the content due to the high number of high-level players. An excellent example is God Wars Dungeon: the four original bosses clearly aren't designed for 138s that can power through hundreds of kills, however, if you're not 38, you won't stand an opportunity to play: the content is artificially locked to an upper standard.

Skillcapes offer a unique incentive to boost skill levels up to 99. Each 99 has an actual reward even though there isn't any content between a high-level and a high-level. This means that players will not give up on acquiring that skill even though the xp may be terrible.

Players are loudly complaining when a skill is "cheapening" the game. Zezima quit because it was difficult for the younger players. He felt it devalued his accomplishments. I'd like to have a conversation about how this issue could be resolved without destroying the game. Could this be a solution? I don't think so. Here are my ideas.
