Interesting issue regarding gloves vs chaotics. The time it takes to acquire gloves or chaotics is different. While I don't know how they balance it however, it's clear that the combat and quests require more skill (on an army with strong combat skills, you might be able to get to chaos without the need to utilize combat abilities).
It will still require a lot of work. It's quite possible that they've messed up this bit of content however it's also possible that 90+ weapons with even greater requirements could be close to being just right around the corner...though those would have been hyped in the HTML5 blog.
A chaotic is still one of the best weapons that you can use, just not the best in show. If you don't participate in PvP and PvM circles, you're not considered "go figure" or "good fought". But I'm sure that a lot of chaotics are. Based on what I've heard, it takes a while to get those gloves, but not as much as a talent.
Jagex appears to be slowly implementing this interesting suggestion. Each player has to mention it, the hunter-specific DnD Moths let you get private hunting zones. Bonfires also eliminated competition and encouraged training together. Runespan asks players to work together to locate runespheres. This may be necessary due to its recent update.
If I was responsible for overall strategies for skills I would be working on a policy to increase skill-based updates to skills. This means the skills that are based on ability and not time. For instance, the ability to be agile will be redesigned to ensure that the majority of courses offer more than the default route, with the chance to accelerate your performance when you're proficient at the skill to qualify for much faster exp.
