In the US, Americans spend tons of money on an entire excursion devoted to setting on a dressing up, and there are factions of people often reenact the Civil War or faux to stay in 18th-century America, whole with Colonial apparel. So seeing a person get a thrill out of dressing up as Lulu from "Final Fantasy" shouldn't be that difficult to apprehend.
